Strong Readers Act & Title I Reading Intervention Policy

Effective School Year: 2026–2027

Purpose

Robin Hill Public School is committed to ensuring that every student develops the reading skills necessary to be successful in school and beyond. Our reading intervention program is designed to identify students who need additional support, provide evidence-based reading instruction, monitor student progress, and communicate regularly with families.

Robin Hill Public School implements reading intervention services in accordance with the Oklahoma Strong Readers Act, Oklahoma state literacy requirements, the Oklahoma Academic Standards, applicable federal Title I requirements, and the school's Multi-Tiered System of Supports (MTSS).

The Strong Readers Act, formerly known as the Reading Sufficiency Act, requires schools to provide appropriate reading instruction and intervention to students who demonstrate reading difficulties. Oklahoma law emphasizes early identification, evidence-based intervention, progress monitoring, and communication with families.

Core Reading Instruction

All Robin Hill students receive high-quality, standards-aligned core reading instruction as part of the school's general education program.

Core reading instruction is designed around the essential components of literacy, including:

  • Phonological and phonemic awareness

  • Phonics and decoding

  • Fluency

  • Vocabulary

  • Reading comprehension

  • Written language and literacy application

Core instruction is provided to all students regardless of whether they receive additional intervention services.

Identification of Students Needing Reading Support

Robin Hill uses multiple sources of information to identify students who may need additional reading support. These may include:

  • State-approved literacy screening assessments

  • STAR and other school-approved assessments

  • Classroom performance and teacher observations

  • Diagnostic assessments

  • Progress-monitoring data

  • Student work and classroom assessments

  • Parent or guardian concerns

  • Previous intervention records

  • Individualized Education Program (IEP) information, when applicable

  • English Language Academic Plan (ELAP) information, when applicable

Students are identified based on individual reading needs rather than on a single assessment score whenever possible.

Multi-Tiered System of Supports (MTSS)

Robin Hill provides reading support through a multi-tiered system.

Tier 1 – Core Instruction

All students receive high-quality, research-based reading instruction aligned with the Oklahoma Academic Standards.

Tier 2 – Targeted Intervention

Students who demonstrate reading skill deficits may receive supplemental, targeted reading intervention in addition to core instruction. Tier 2 intervention is based on identified student needs and may be provided individually or in a small group.

Tier 3 – Intensive Intervention

Students with significant or persistent reading difficulties may receive more intensive, individualized intervention. Tier 3 services are based on diagnostic information and are designed to address the student's specific areas of need.

Intervention intensity, frequency, group size, and instructional focus may be adjusted based on student progress.

Strong Readers Act Requirements

Robin Hill will follow applicable requirements of the Oklahoma Strong Readers Act, including required literacy screening, intervention planning, progress monitoring, and family communication.

When a student is identified as having a reading deficiency requiring an intervention plan, Robin Hill will develop and implement an appropriate Student Literacy Intervention Plan (SLIP) or other district-approved documentation that meets Oklahoma requirements.

Intervention plans may include:

  • The student's identified reading needs

  • Evidence-based intervention strategies

  • Specific literacy skills to be addressed

  • Intervention frequency and duration

  • Progress-monitoring measures

  • Student growth toward grade-level reading proficiency

  • Family communication and recommended activities for supporting literacy at home

Oklahoma guidance requires an individual reading intervention plan for qualifying students in kindergarten through third grade within the applicable timeline following identification of a reading deficiency. (Welcome to Oklahoma's Official Web Site)

Title I Reading Services

Robin Hill Public School may provide supplemental reading intervention services through Title I, Part A to eligible students.

Title I services are designed to supplement—not replace—the school's core reading instruction. Students receiving Title I services continue to receive their regular classroom reading instruction while receiving additional support based on their identified academic needs.

Title I reading services may include:

  • Small-group reading instruction

  • Individualized reading support

  • Phonics and decoding intervention

  • Fluency instruction

  • Vocabulary development

  • Reading comprehension instruction

  • Progress monitoring

  • Supplemental instructional materials

  • Family literacy resources and activities

Student participation in Title I services is based on academic need and applicable federal, state, and district requirements.

Progress Monitoring

Student progress is monitored regularly to determine whether the intervention is effective.

Progress-monitoring information may be used to:

  • Measure student growth

  • Determine whether a student is responding to intervention

  • Increase or decrease intervention intensity

  • Change instructional strategies

  • Continue or discontinue intervention

  • Determine whether additional evaluation or support may be appropriate

Intervention decisions are data-driven and are made by school personnel working collaboratively to meet the student's needs.

Family Communication and Participation

Robin Hill believes that families are essential partners in developing strong readers.

Parents and guardians will be informed when their child is identified as needing significant additional reading support and, when applicable, will receive information regarding the student's intervention plan and progress.

Families may be provided with:

  • Information regarding their child's reading performance

  • Intervention goals and services

  • Progress-monitoring information

  • Suggested reading activities to use at home

  • Information regarding available literacy resources

  • Opportunities to communicate with school personnel regarding their child's reading development

Families are encouraged to contact their child's teacher, interventionist, or school administrator whenever they have concerns regarding reading progress.

Students Receiving Special Education or Other Specialized Services

Reading intervention is available to students with disabilities and other students receiving specialized services as appropriate.

For students receiving special education services, reading instruction and intervention will be coordinated with the student's Individualized Education Program (IEP) when applicable.

Students who qualify for exemptions or alternate requirements under the Strong Readers Act will be served according to applicable Oklahoma law, their IEP, ELAP, or other applicable educational plan.

Reading intervention under MTSS does not replace a special education evaluation or services when a disability is suspected or identified.

Dyslexia and Reading Difficulties

Robin Hill follows Oklahoma requirements and guidance regarding the identification and support of students demonstrating characteristics of dyslexia.

When appropriate, students may receive structured, explicit, systematic literacy intervention designed to address identified areas of need.

If a student demonstrates persistent difficulties despite appropriate intervention, the school may consider additional problem-solving, evaluation, or referral procedures in accordance with applicable federal and state requirements.

Title I and Nondiscrimination

Robin Hill Public School provides educational opportunities and supplemental academic services without discrimination and in accordance with applicable federal and state laws.

Title I services are supplemental and are provided based on student academic need and applicable Title I requirements.

Review of Intervention Services

Robin Hill will regularly review reading intervention data to evaluate the effectiveness of its literacy program and determine whether adjustments are needed.

The school will use student achievement data, progress-monitoring information, staff collaboration, and family input when appropriate to strengthen reading instruction and intervention services.
